Is it true that most colleges offer tudoring for free to students with disabilities?

where i go there's a lot of bursaries and grants to help with stuff like that. I know if you identify yourself as having a disability on OSAP (ontario student istance plan- basicly a student loan through the province) they give you a 2000 dollar bursary to help with school- although apparently it takes away from your loan so you;re really not getting extra money.
