Who will be held accountable for any serious adverse effects, both long any short term, from H1N1 vaccine?

If the vaccine manufacturers have immunity from lawsuits, who would be held accountable if any bodily damage or deaths should arise from the vaccine? Will it be the employers that are mandating the shots? Will it be the government that is recommending termination for non compliance with the vaccine administration for health professionals? It is not physically forced on you, however many do not have the option to refuse as they need their jobs to feed their family. The terms of employment have changed for many in the health field, who will be responsible for any serious adverse effects?
