Is it legal to have a skyline for track use only in the U.S.?

Yes race cars are legal to own but not legal to drive in the street. But the temptation will be to just take it out for a HOT LAP ot the neighbor hood to watch the flames blow out of the exhaust and perhaps run a Mustang or Vette. Cops really frown on street racing.
