Why European govts try to ban hijab b/c of oppression when MANY muslim women themselves want to wear it?

European governments say that hijab is forced on Muslim women by their men, but in reality, MANY Muslim women want to wear it out of choice, so why do they say it's only the fault of men when women are also taking part in their own female oppression? Also, likewise, they punish ONLY the males responsible for honour killings, but MANy women also aid their men in carrying out these heinous crimes often out of choice, so why do they blame only the men?
